Versions
There are currently five versions of EnABLE that have been developed to adapt to different focuses and needs:
1. EnABLE Sustainable Infrastructure:
Is the most comprehensive version of the tool in the suite and allows a more detailed assessment of the seven enabling domains. It analyzes the enabling environment’s capacity to foster inclusive sustainable development and combat climate change. It can be used to analyze a specific infrastructure sector, government entity or enabling domain and to identify targeted initiatives to improve government capacities. It requires dedicated resources, desk research and extensive stakeholder interviews. It usually takes three to five months to complete a Full assessment.
2. EnABLE Sustainable Infrastructure Lite
Is a lighter version of the tool. It focuses on specific aspects of the enabling environment to draw a high-level picture of its capacity to foster sustainable development, inclusion and address climate change. It can be used for high-level country or sub-national government assessment to identify main challenges and opportunities and list recommendations. It requires dedicated resources, desk research, preferably a few stakeholder interviews. It usually takes one to three months to complete a Lite assessment.
3. EnABLE Climate Mitigation
Is the version that focuses on the capacity of the enabling environment to limit climate change. It can be used for thematic studies and to identify specific initiatives for national or subnational governments to accelerate their mitigation efforts. It requires dedicated resources, desk research and stakeholder interviews. It usually takes two to four months to complete a Mitigation assessment.
4. EnABLE Climate Adaptive Infrastructure
Is the version that focuses on the capacity of the enabling environment to adapt and foster infrastructure resilience in the face of climate change and its impacts. It can be used for thematic studies and to identify specific initiatives for national or subnational governments to improve infrastructure resiliency. It requires dedicated resources, desk research, stakeholder interviews. It usually takes two to four months to complete an Adaptation assessment.
5. EnABLE Infrastructure Asset Management
Is the version that focuses on the capacity of the enabling environment to effectively manage infrastructure assets in support of achieving sustainable development outcomes. This version was developed in collaboration with UNDESA as part of the joint project on infrastructure asset management. It can be used for thematic studies and to identify specific initiatives for national or subnational governments to improve infrastructure asset management practices. It requires dedicated resources, desk research and preferably a few stakeholder interviews. It usually takes one to three months to complete the assessment.Â
